Waxman-Markey CO2 emissions bill released.
Reps. Henry Waxman (D-Calif.) and Edward Markey (D-Mass.) formally introduced H.R. 2454, The draft bill, aims to cut U.S. greenhouse-gas emissions by 83% compared to 2005 levels by 2050. With near term targets a 17% reduction by 2020 and 42% cut by 2030. Initially, the bill would allocate permits to offset ~85% of the caps, the allocation being phased out over time.
